(c)本项目的特定资格要求：3、受委托从事土壤污染状况调查、风险评估、风险管控和修复、效果评估、后期管理等活动的从业单位，应当具备相应的专业能力，配备足够的管理、技术和操作人员，环境或地质等相关专业高级职称技术人员不少于5名，中级职称技术人员不少于**名，具有独立承担国内同类项目的业绩。从事上述活动的项目负责人、报告审核人应具有环境或地质等相关专业高级技术职称；4、投标人自身或者委托的分析检测单位须具备CMA和CNAS证书。投标人委托分析检测单位的需提供检测单位的CMA和CNAS证书及委托协议(投标人本身自有CMA和CNAS证书的，则不需要提供委托协议),且按规定向上海市生态环境局进行社会化服务机构备案。5、须系我国境内依法设立的法人或非法人组织（(略)以自己名义参加采购活动）；6、本项目不接受组成联合体；7、法定代表人或企业负责人为同一人或者存在控股、管理关系的不同供应商，不得参加同一标段磋商
